Subject: JKSSB Chairman thanks District Administrations for smooth, hassle free & successful conduct of written examination for the post of Accounts Assistant (Finance); Live streaming of examination using CCTV network was introduced first time, for greater transparency.

The Jammu and Kashmir Services Selection Board (JKSSB) is conducting OMR based objective type written examination for the post of Accounts Assistant (Finance) on 6th of March, 2022 from 12.00 noon to 2.00 p.m. the JKSSB has setup 722 examination centres across 19 districts of the Union Territory of Jammu and Kashmir.

Pertinently, the JKSSB advertised 972 posts of Accounts Assistant (Finance Department) vide advertisement Notification No. 04 of 2020, under item No. 106. About 2 lakh candidates have applied for the aforesaid posts in which about approximately 1.36 lakh candidates (70%) participated.

The OMR examination test was conducted with the active cooperation and support of respective District Administration including Police, Education, Health, Transport and other related departments. The Private Schools & Colleges are also extending their full cooperation in conduct of the aforesaid examination.

“It was a mammoth exercise and I am thankful to all role partners for their enormous cooperation. The JK SSB team worked relentlessly to conduct examination. The Deputy Commissioners and their team in the districts extended fullest possible cooperation to the J&KSSB in the smooth and transparent conduct of this exercise. Security arrangements were elaborate and smooth movement of traffic was ensured by the JK Police. Transport Department kept public transport available. Education and Health Departments provided manpower and health facilities at each venue. Private educational institutions were also supportive in this endeavour. Further to further enhance transparency and fairness during the examination process, the JKSSB introduced facility of live CCTV surveillance and capturing of bio-metric attendance to avert attempts of unfair means practice like impersonation”, said the Chairman, JKSSB.

The JKSSB deployed a multi layered structure for supervision with one Centre Observer and Centre Magistrate for each Examination Centre, in addition to the Center Superintendent. 722 Magistrates, 722 Centre Observers and 722 Centre Superintendents and around 8100 Invigilators were deployed for smooth conduct of the examination. Besides Flying Squads, General Observers & Chief Inspectors were nominated for effective supervision and monitoring of the examination. Adequate security arrangements were made at each Examination Centre by the J&K Police for frisking and maintenance of law and order. Besides for ensuring the conduct of examination in fair and transparent manner, all the District Magistrates were requested to issue Prohibitory Orders under section 144 of Criminal Procedure Code (CrPC) around the Examination Centres during the timing of examination.

The officers/officials deployed in JKSSB Command Control Room while exercising vigil detected one case of attempted unfair means by candidates, which was immediately reported to the Centre Superintendent for necessary action under rules. The candidate was found to be in possession of Mobile Phone taken in stealthily, at SRM Welkin School Sopore Baramulla while attempting to appear in aforesaid examination. JKSSB also detected one invigilatory staff trying to violate laid down SOPs by during live CCTV surveillance candidate was immediately put in isolation. Further, one candidate at Fatima Convent School Bishnah, Jammu attempted to indulge in malpractice by taking out the question paper during the examination. However, the same was retrieved and candidate was immediately put in isolation. CCTV surveillance proved to be useful tool to detect use of unfair means in the examination centre. The Board intends to expand the usage of CCTV surveillance to ensure 100% live streaming in days to come. Besides, the Board has also found one invigilator indulging in undesirable practice through CCTV surveillance and recommended strict action against him.



Section 27(a) of the Jammu & Kashmir Services Selection Board (Conduct of Examination) Regulations, 2013, lays down that “the candidate found to be in possession of communication device, electronic equipment/ gadget or any other material with the intention of receiving assistance shall be declared to be using unfair means in the examination”. Accordingly, the Services Selection Board in order to maintain transparency & fairness in the examination decided to disqualify the said

candidates and debar the said candidates for 3 years from participating in the Examinations conducted by the Jammu and Kashmir Services Selection Board. Moreover, the Board is also contemplating to recommend initiation of strict disciplinary action against the said invigilator to the competent authority. Further, the aforesaid examination was strictly conducted in pursuance of the SoPs notified under COVID – 19 protocol and required medical teams were deployed at the venues for ensuring adherence to Covid Appropriate Behaviour.
