ADVERTISEMENT NOTICE

 

Mission Youth, J&K through Office of CEO, Mission Youth, J&K invites online applications from eligible and interested candidates for appearing in PARVAAZ Qualifying Test (PQT) for availing free coaching for Competitive Exams (IAS/JKAS) under PARVAAZ Scheme.

ALL CANDIDATES ARE REQUESTED TO GO THROUGH THIS NOTIFICATION CAREFULLY BEFORE SUBMITTING APPLICATION

The general terms and conditions with regard to the selection process, eligibility, educational qualification, domicile, Coaching Programs etc are as follows:

  • Selection shall only be based on merit in the Entrance Exam (PARVAAZ Qualifying Test

– PQT) to be conducted for the purpose. A separate notification shall be issued regarding the date and conduct of PARVAAZ Qualifying Test. The details can be seen at Point (5) of this notification. The PQT shall be followed by Document Verification (DV) and final selection list shall be issued after the Document Verification.

 

  • Eligibility
    1. Age Limit (as on 01.2022)

The applicable age limit shall be the age limit of the competitive exam. In case of student belonging to reserved category, the relaxed age limit shall be applicable

subject to production of the required category certificate issued by the Competent Authority at the time of Document Verification.

The student should have at least one remaining attempt to appear in the competitive exam and shall submit an undertaking in this regard during online application.

a.      Qualification Criteria

  • The applicable qualification criteria shall be the qualification criteria of the Competitive Exams (IAS/KAS) for which free coaching is being provided.




  • The candidates who clear the PQT for subsequent Document Verification will be required to produce relevant Certificates such as Mark sheets, Provisional Certificates, for completion of prescribed degree in original as proof of having acquired the prescribed educational qualification on or before the prescribed cut-off date in PQT Exam notification to be issued separately, failing which the candidature of such candidates shall be cancelled. The candidates who are able to prove, by documentary evidence, that the result of the qualifying examination was declared on or before the prescribed cut-off date and that he/ she has been declared passed, will also be considered to meet the educational qualification.

 

  • In case of candidates claiming possession of equivalent educational qualification (where it is applicable/required), it shall be mandatory to produce relevant Equivalence Certificate from the concerned competent authorities at the time of Document Verification. However, final decision regarding selection of such candidates will be taken by the CEO Mission Youth, in light of relevant rules which shall be

 

b.      Family Income

Only the candidates having total gross family income from all sources not exceeding ₹8.00 lakh per annum shall be eligible for free coaching under the scheme.

The candidate must possess Income Certificate (in original) issued by the Competent Authority on the format prescribed for the purpose, on or before the prescribed cut-off date in PQT Exam notification to be issued separately. The income certificate shall be submitted at the time of Document Verification and shall not be older than 6 months.

 

c.      Domicile

The candidate should be a Domicile of the Union Territory of Jammu & Kashmir as defined in terms of the Notifications issued by the Ministry of Home




Affairs, Government of India vide S.O 1229 (E) dated 31-03-2020 and S.O 1245(E) dated 03-04-2020 read with notification issued by the General Administration Department, Government of Jammu and Kashmir vide S.O 166 dated 18-05-2020.

The candidate must possess Domicile Certificate issued by the Competent Authority on the format prescribed for the purpose, on or before the prescribed cut-off date in PQT Exam notification to be issued separately.

 

  • Important Terms and Conditions:
    1. Additional Weightage of 10% in PQT shall be given to candidates who have cleared Prelims of the competitive exam (IAS/KAS) in the last two preliminary exam The additional weightage shall be added subject to production of documentary evidence to support that the candidate had cleared the Prelims during Document Verification. The additional weightage shall be added as under:

(1)   Marks Scored in PQT – A

  • Final Marks after production of document that the student has cleared Prelims (B= A + 1*A)

 


  1. The final selection list shall be based on final merit score arrived at after successful document verification (B above) along with the date of reporting at the Coaching Centre and start of Coaching

 

  1. The candidate shall be eligible to avail free coaching only Students who have already availed free coaching under any Government scheme are not eligible under the present scheme.

 

Each student shall submit duly sworn in affidavit at the time of Document Verification declaring that they have not availed any similar benefit under any Govt. funded program.

 

  1. 30% of the total number of seats notified for free coaching program shall be reserved for female In case sufficient number of eligible female candidates is not available, the remaining/ unfilled slots shall be filled by male candidates.

 

  1. Candidates who are selected for Coaching under the Scheme shall have to attend all classes conducted by the allotted partner coaching institute In the event of any student remaining absent for more than 15 days without any valid reason or leave the coaching midway, the entire expenditure incurred on the candidate shall be recovered from the concerned. The validity of reason shall be decided by CEO, Mission Youth and decision so taken shall be final in this regard.

 

f.        The scheme shall only cover Admission and Coaching expenses of the Coaching Program and shall not cover Boarding/ Lodging expenses. The students shall self finance Boarding/Lodging component.

 

  • Coaching Programs

The current advertisement shall be for selection to Coaching Program for Competitive Exams (IAS/JKAS) conducted by UPSC and JKPSC. The duration and plan of the coaching program shall be based on the syllabus, difficulty level and scheme of exam.

  • PARVAAZ QUALIFYING TEST (PQT)

PQT as stated under Point (1) above shall be conducted to ascertain the merit of candidates. The exam shall be a Multiple Choice Questions (MCQ) based qualifying test with focus on testing the General Knowledge and Aptitude of the candidate.




The date of PARVAAZ Qualifying Test (PQT) shall be separately notified with all the relevant details like Scheme of Examination, Minimum Cut-off marks, Detailed Procedure/Mode of PQT, Examination Centre etc.

ONLY THOSE STUDENTS WHO APPLY FOR PARVAAZ SCHEME ON THE MISSION YOUTH PORTAL BEFORE THE CUTOFF DATE IN RESPONSE TO THIS NOTIFICATION SHALL BE ELIGIBLE FOR APPEARING IN PQT FOR COACHING PROGRAM.

  • How to Apply?

The application process shall be as under:

  1. For applying under PARVAAZ scheme, the candidate must be mandatorily registered with Mission Youth, J&K on the Mission Youth Portal (https://www.jkyouthportal.in/register.aspx).
  2. The registered candidates shall click on Apply for PARVAAZ Scheme (Competitive Exam Coaching (IAS/JKAS)) banner on the The candidates shall have to enter the Mission Youth ID or registered mobile number before being re-directed to PARVAAZ application form. In case of candidate not being registered, the candidate shall be asked to register first. The students are advised to enter Mission Youth ID and registered mobile number carefully to avoid duplications.
  3. The candidate shall fill up the PARVAAZ application form, upload recent photograph, give undertaking and submit the application




d.   Candidates are advised to fill all the details in the form very carefully in order to avoid mistakes/ errors.

 

  • Admission to the Examination
    1. Mission Youth will not undertake detailed scrutiny of applications for the eligibility and other aspects at the time of PQT and, therefore, candidature will be accepted only provisionally. The candidates are advised to go through the requirements of educational qualification, age etc of the Competitive Examinations for which free coaching is to be provided and satisfy themselves that they are eligible for the Copies of supporting documents will be sought at the time of Document Verification. When scrutiny is undertaken, if any claim made in the application is not found substantiated or correct, the candidature will be cancelled. Legal Proceedings under law can be initiated in case of fraud or misrepresentation, or any other action as may be deemed appropriate by the CEO, Mission Youth.

b. The candidates are notified in advance to start preparing for the exams and to ensure that they have the requisite documents required under PARVAAZ Scheme.

 

  • Saving Clause

In  case  of  any  clarification  required/  difficulty  faced/  situation  arising  due  to  COVID restrictions affecting the conduct of PQT, necessary clarification shall be issued by Office of CEO, Mission Youth, J&K after approval from competent authority. In case of any dispute, the decision of the CEO, Mission Youth, J&K shall be final and binding in the matter.
